Minister of Labor: “The New Labor Law” Encourages Investment and Achieves Balance and Justice in the Labor Market

Cairo, Egypt – During a business breakfast organized by the Egyptian-British Business Association, Mr. Mohamed Gebran, Minister of Labor, affirmed that the new labor law was introduced to encourage investment and achieve balance and justice between the two parties of production, while also observing international labor standards. The breakfast was held today, Tuesday, under the title: “The New Labor Law Between Challenges and Opportunities.”

Minister Gebran pointed out that the new law, ratified by His Excellency President Abdel Fattah El-Sisi after approval by the House of Representatives and serious social consultation, achieves fairness and balance between both parties of the production process. It also introduces new mechanisms for dealing with future professions and emerging work patterns.

Gebran explained that the law includes amendments aimed at improving the work environment and strengthening workers’ rights. It also establishes mechanisms for the operation and authority of the National Wages Council, contributing to wage fairness and linking pay to productivity.

Key Features of the New Labor Law:

  • Protection of irregular workers: The new law provides comprehensive protection for irregular and informal workers.

  • Wage system reform: It addresses issues and errors in the old law issued in 2003, nearly 23 years ago, by developing new wage mechanisms.

  • Enhancing occupational safety and health: The law aims to spread a culture of workplace safety and improve oversight mechanisms, while regulating the relationship between Ministry of Labor inspectors and establishments.

  • Combating harassment and bullying: It includes clear provisions to confront harassment and bullying in the workplace.

  • Addressing pre-signed resignation forms: The law prohibits employers from using pre-signed resignation forms as grounds for terminating employment.

  • Mandatory contract documentation: Contracts must now be officially documented, clearly stating job nature, contract duration, and salary to protect workers’ rights.

  • Reduced fees: The law includes reductions in certain fees imposed on employers to ease their financial burden.

 

Regulation of Foreign Labor in Egypt

The Minister added that the government plans to issue a special law regulating foreign labor in Egypt next September. This law aims to organize the status of foreign workers by accurately recording their numbers and issuing them work permits. This will help regulate the labor market and ensure equal opportunities for all.
